Neighborhoods, Process, and Design of New Buildings are Priorities for the 1st District

ZCC Community Meeting

1st-district-zccCommunity stakeholders of the 1st Councilmanic District gathered at the Independence Visitors Center on Thursday to voice their concerns about zoning. Protecting existing neighborhoods, a fair zoning approval process, and the size and design of new buildings were ranked as the top three priorities for zoning reform. Suggestions on how to improve zoning in Philadelphia and minimize negative impacts on existing neighborhoods were consistent with those described in other districts. In general, community members want to be informed; they want to have influence over proposed development in their neighborhoods and to be formally engaged in the process; they want a zoning code that is easy for everyone to understand and use; and they want the rules to be enforced. Specific recommendations included:

  • Increase capacity at L&I and improve the level of customer service.
  • Expand online services.
  • Make the process more transparent. Explain what factors are used in decision-making and how they are weighted.
  • Establish district-level “governmental organizations” to improve cooperation between applicants and neighbors and to mediate disputes.
  • Codify a design review process and provide contextual guidelines.
  • Create a code that speaks to the 21st century, anticipates the needs of redevelopment, and is tailored to each district or neighborhood.
  • Require out-of-state landowners to have a local agent.
  • Make tax abatement programs more useful to all landowners.
  • Permit variances for true hardships only.
  • Limit the number of continuances more strictly.
